Vehicle, Mas Bands, Junior Carnival & Spectator Guidelines

TRAVEL: Please use Public Transportation! All subways and buses in Brooklyn will connect to the area. Vehicles are discouraged - there is NO PARKING in the general area.

Please check WWW.WIADCA.ORG or .COM for up-dates on Subway closures and other info.

BANDS: Trucks or Floats must have proper Registration and must pass Highway Inspection to enter route.

Absolutely no one (artist or performer) may ride on top of the truck Cabs or Floats.

EVERY SINGLE masquerade band must be fully registered and accepted by WIADCA.

Music trucks (without) costume Bands
And Advertising trucks & T-Shirt Bands
Will NOT Be Registered By WIADCA

If you had a NON-COSTUME Band before, please call or visit WIADCA immediately

We have very strict new guidelines!

SPECTATORS:

  • Spectators will not be permitted to enter unto the Parkway Route
  • No crossing on Eastern Parkway until there is a gap in the procession of floats.
  • Adults must be vigilant of small children at all times
  • Pedestrian crossing will be curtailed at Nostrand, Bedford & Franklin Avenues.

PLEASE STAY BEHIND THE POLICE BARRICADES AT ALL TIMES!

VEHICLES:

  • Floats and all other Vehicles must have WIADCA Permits, Registration and a (one day) Insurance Sticker to enter Parade Route. New York State Highway Police will be conducting thorough inspections of all vehicles before entry on Parade Route. PLEASE follow specific guidelines for building floats and securing music on trucks.

FLOATS/TRUCKS: Floats advertising corporations that are not registered with WIADCA will not be allowed to enter Route - NO EXCEPTIONS.

Acceptance of Band Registration forms depends on applicant meeting ALL guidelines and is not guaranteed.

  • All bands will be visited by WIADCA Officials before final registration
  • NYPD will provide Police Escorts to Parkway to registered Mas Bands ONLY!

All Operator/Drivers must have valid license to present to Highway Inspectors

THE FOLLOWING STANDARDS MUST BE MET BY ALL VEHICLES

  • All Vehicles must have valid inspection stickers
  • Operator/Driver should have proof of valid insurance.
  • Brake lights and tail-lights must be clearly visible at all times
  • Brake lights MUST be in proper working order
  • The coupling device (if applicable) must be in proper working order
  • Tires must be in good condition
  • Vehicle load (speakers and racks) must be safely secured
  • No object shall extend past the front, back or sides of the vehicle
  • WIADCA & NYPD advise utilizing 18 Wheeler Low Bed Trailers
  • No flammable liquid may be carried or stored on floats or trailers
  • Floats must have protective coverings - length of trailer to cover wheels (front/back).
  • Sound truck/floats shall install mirrors that eliminate blind spots around the vehicle.
  • Only minimal number persons affiliated with the music to be permitted on any float or truck.
  • No person may board a moving sound truck, float or other parade vehicle.
  • No person may distribute promotional items from floats or trailers that are either moving or stationary on route.
  • Children under 16 years old are not permitted on floats.
  • All Bands must provide safety marshals who must be easily identified with distinctive clothing.
  • Supply vehicles to maintain safe distance between themselves and the parade floats.
  • Alcohol consumption is strictly prohibited on trailers and on parade route.
  • All BANDS MUST HAVE adequate number of MARSHALS for BAND SIZE!
  • Guards & Railings: ALL MUSIC TRUCKS MUST have guards on all wheels and properly constructed railings that do not obstruct the driver’s view
  • Load Height - Nothing higher than 13.6 feet from Street level will be allowed – NO EXCEPTIONS! To facilitate turning corners, hinged covers are to be built where cab wheels join flatbed trailer.
  • All truck-cabs must be properly cordoned-off for safety reasons.
  • Railings built around truck-trays must be strong and secured with specifications as per NYPD and Highway Police – PLEASE CHECK WITH WIADCA OFFICE FOR INFO.
  • For safety/security reasons ONLY the minimum persons required for music and performances will be allowed on trucks by NYPD.

RETURNING BANDS: Cannot play loud music on STREETS on the way back to Mas Camps!

CONGESTION: Please be mindful of your neighbors! Don’t block traffic! Don’t park in Driveways! Don’t block Bands from proceeding on Parade Route & don’t jump in other’s Mas Bands.

ONLY paid masqueraders allowed in costume bands!

  • ALCOHOL: Absolutely NO Alcoholic Beverages to be sold or carried on parade route.
  • NUDITY: Please refrain from indecent behavior and exposure.
  • MUSIC: No street entertainment or SOUND SYSTEMS permitted on the Parkway and two blocks north and south of the parade route. All music must cease at 6pm sharp!

PEOPLE ACCOMPANYING MUSIC TRUCKS MAY NOT STOP AND WALK OPPOSITE THE FLOW OF PEDESTRIANS ON THE PARADE ROUTE
